There is only one point which

in the Governor's proposals seem to me to call

for criticism. viz. paragraph 3(b). If an officer

whose actual rent exceeds the allowance for rent

included in his salary is to be granted the difference,

it would be logical(and indeed any other arrangement

would hardly seem consistent with appropriate regard

for proper economy that an officer whose actual

rent is less than the allowance should refund the

Further, it is not clear on what

basis the Colonial Secretary is to decide what is os and

what is not suitable accommodation in given cases.

Quarters suitable for a bachelor or for a married man

with one child might well be unsuitable for a married

man with several children and so on. The fact that

account is taken,in fixing salaries, of the cost of

accommodation, need not in itself involve the Government

obligation in an application to relieve an officer in all

circumstances of any charge for rent, and indeed, in

those cases where free quarters are normally provided,
